the first of its kind, there were bumps in the road. but it has succeeded to the point that other cities are opting in, even cities from outside of the county. i also just want to note that over the years, this board has given repeated direction to the puc to move afford with this. and a few years ago, the puc was considering a proposal that was not particularly strong, and it was set aside. staff has now come forward, and the puc has now come forward with a proposal that i believe everyone, even those who do not support, will say is better, significantly better than the last one. this will provide competition. it will provide a choice for consumers. i struggled with the opt out issue. and i wish that there were a better way. i wish that we could have some sort of workable opt-in. i thought about potentially voting against this because we didn't have the extra time to figure that out. but on balance, i think that consumers will have a choice. there will be ample opportunity for people to opt out. and for those who, for whatever reason, don't and then decided they want to opt out there wi

to make the decisions? so i ran for the city council in my junior year when i was 20 years old and i won. four years later i decided that i would like to be the mayor. iran and i won and laboratories of democracy i truly think cities are the frontline frontline of democracy. cities are where ideas get put into action where you can see if they are going to make a difference or not. one of the ideas that i championed it my second year in 2009 back when i was a young man was a smoking ban. banning smoking in public parks outdoors and after playgrounds and dining spaces in the comments which is a buyer -- which is our outdoor pedestrian park. the time it was very radical. the following year mayor bloomberg at the did the same thing in new york city. so he is welcome but that. i sent him a note and i told him any other ideas you want we can talk. you can do these things on a city level because you can reach -- speak to them and not let don't speak over them because you can only keep their attention for this long. who can grab and hold onto their attention what is more he cannot score politica

reservoirs and this being the last one in the city, to know that we have done 16 miles of water main, or restoration and reinforcement of the valves and everything that goes along with it. some 21 pump stations, and infrastructure that have been part of the system have already been completed. we have honored what i saw was not properly invested in new orleans. we have honored our public, we have honored the 2.6 million users of our water system. and we have honored our rate payers and our city and the history of the marvel of engineering fete up at hedge hety which i will never stop talking about as something that we need to protect and will not allow it to be drained. this is that honor, that i think that ed is proud of leaving our city and all of the residents and all of the rate payers with, we have done correctly what we are supposed to do. and it is a great fete. it is one that i thank ed for his many years of leadership here, but his experience and his fortitude in keeping focused and keeping all of the public utilities commission, and working marv lously. we have something to

the priorities for hiv prevention in the entire city and serve as really, again, one of the flagship prevention programs globally in making decisions about how to have the biggest impact on driving down new infections. but they're also a world class research organization that does research on testing, on linkage to care, community viral load, treatment of substance use as a way to prevent new hiv infections. and she, again, has a very difficult verse and very talented team and we're really excited to work with them as well. national attention, a partnership paid the city $1.5 billion for 75 years worth of parking meter revenues and since then parking rates have gone up. the partnership is expected to turn a huge profit. the group bills the city as soon as something is taken out of service. i know it's just one example, but how do you fine the critics who can find a flaw in this? >> you have to craft it in a way that provides jobs for the citizens. it's one way of looking at that but you don't want the citizens to have to pay a huge amount of dollars in other fees, additional parking and taxation. that's why they have to be crafted in a smart way, and it's not always just an infrastructure project. it might be some kind of non-traditional infrastructure. you might decide as a nation we night want to invest in the grid, for example. how do you make that happen? partnering with the public sector, everybody has a role. if you don't have the government as a player to do things the government can do well, then you are basically forfeiting the race to other countries that are very aggressively partnering. so if you
